1. The Province of Cavite and other areas in Region IV-A were placed under Modified Enhanced Community Quarantine (MECQ) from August 04, 2020 to August 18, 2020 as declared by President Rodrigo R. Duterte on August 02, 2020.

2. While awaiting issuance of a formal resolution and/or guidelines from Malacañang and/or the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID), the Division of Dasmariñas reiterates the provision of DepEd Order No. 011, s. 2020 (Revised Guidelines on Alternative Work Arrangements in the Department of Education During the Period of State of National Emergency Due to COVID-19 Pandemic) which provides:

“12. The IATF Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines (with Amendments as of June 03, 2020) indicate the following allowable workforce under various quarantine classifications:

a. ECQ and MECQ – Agencies and instrumentalities of the government, including GOCCs, as well as LGUs, may operate with a skeleton workforce in combination with other alternative work arrangements as approved by the head of agency.

3. Further, Item No. 15 of DepEd Order No. 011, s. 2020 provides: “Under ECQ and MECQ, DepEd shall operate with skeleton workforce to provide essential services. The rest of the personnel shall be under WFH arrangement”.

4. From the foregoing, it is directed that work in the Division Office and schools be performed on a skeleton workforce and work-from-home arrangement while the province is under MECQ status ensuring that only those personnel performing essential functions be included as part of the skeletal workforce while those whose tasks do not require physical reporting in the office/schools and could be performed remotely be placed under work-from-home arrangement.

5. Performance monitoring and attendance mechanisms shall continue to remain in place while adopting such alternative work arrangements. The heads of functional offices, in consultation with the individual personnel, shall set the Workweek Plan considering the type of alternative work arrangement adopted. At the end of each workweek, all personnel are expected to submit their Individual Daily Log and Accomplishment Report as provided in DepEd Order No. 011, s. 2020.

6. To ensure entry on quarantine checkpoints, personnel performing essential functions may secure an Authorization for Deployment (Annex “A”) digitally signed by the Schools Division Superintendent from the Administrative Services Unit of the Division Office through email: lovelyanne.prieto@deped.gov.ph. The said authorization for deployment shall be non-transferable and shall bear features for validation and authenticity.

7. The safety protocols and health standards provided in DepEd Order No. 014, s. 2020 must be observed at all times not only in the workplace but also during travel/transportation and at home to ensure consistency of health precaution and social distancing at all times.

8. Strict compliance with and immediate dissemination of this memorandum are hereby directed.
