1. Pursuant to Republic Act No. 9155 known as Governance of Basic Education Act of 2001, this policy aims to strengthen School-Based Management (SBM) by further devolving the governance of education to schools, empowering school teams and personnel, expanding community participation and involvement, and making the delivery of education services to the learners more responsive, efficient, and effective. This policy must be applied amidst the current situation of our country due to COVID-19 Pandemic.
2. Enclosed is the Action Plan 2020 (Enclosure 1), a scheme that lays down specific Key Result Areas, Critical Functions, Action Steps/Specific Tasks, Work Modalities, Functional Division/Unit In-Charge and Deliverables that a respective School, with the help of the community and other stakeholders, will undertake in a period covered within the three scenarios:
i. Scenario 3 – ECQ is extended for another month with more area coverage; medical facilities and health frontliners are overwhelmed with the surge in cases
ii. Scenario 4 – DepEd Officials are directly affected by COVID-19. Number of DepEd Officials from Execom to Division Offices can no longer function and have become immovable (either as PUIs, PUMs, Infected, or Critical patients) even Central Office skeletal workforce is compromised.
iii. Scenario 5 – School Year 2020-2021 cannot open in June 2020. COVID-19 is wide-spread in the country. Partial breakdown of DepEd. Not all its offices are functioning as they should.
3. The enclosed Action Plan 2020 will serve as the official reference in the preparation and implementation of any school operational plans. Concerned offices, local government units (LGUs), and development partners are encouraged to conform to these guidelines as they implement projects and activities related to school planning, governance, curriculum and instruction in which all focus on the delivery of quality basic education.
4. Immediate and wide dissemination of this Memorandum is directed.
