1. In reference to DepEd Advisory from BLSS dated January 21, 2026, this Office hereby informs all concerned that the National Uploading and Validation of the Water, Sanitation, and Hygiene in Schools (WinS) Program for SY 2025-2026 shall officially begin on January 26, 2026 and shall run until March 31, 2026.
2. Relative thereto, the following Division-level arrangements shall be strictly observed:
a. All Public and Secondary Schools shall accomplish their respective WinS Self-Assessment Tools in accordance with the standards set under DepEd Order No. 10, s. 2016 and the Three-Star Approach (TSA) guided by DepEd Memorandum No. 194, s. 2018;
b. All accomplished Self-Assessment Tools shall be submitted via email to the Health and Nutrition Unit at hnu@depeddasma.edu.ph;
c. All submissions shall strictly follow the prescribed file naming format: SCHOOL ID_SCHOOL NAME_WINS2025;
d. The Division-designated WinS Personnel shall be responsible for the uploading of validated WinS monitoring forms to the schools’ respective LIS accounts through the e-OMS;
e. Schools are reminded to ensure that the latest version of the WinS monitoring form is used, particularly the version that includes the SBFP indicator requiring the number of beneficiaries disaggregated by sex; and
f. In the event of any discrepancy between the offline monitoring form and the uploaded report in the e-OMS, the uploaded report shall serve as the official basis for the star rating, which shall prevail.
