1. Pursuant to the previously released Regional Memorandum through the Field Technical Assistance Division (FTAD) pertaining to the above-mentioned subject, this Office hereby informs the field of its strict compliance and implementation.
2. The communication highlights the provisions of Republic Act No. 9155 (Governance of Basic Education Act of 2001) which institutionalizes a governance framework for basic education anchored on authority with accountability and shared governance recognizing the essential roles of School Heads and personnel in engaging stakeholders and the community to deliver basic education effectively and improve learner outcomes. DepEd Order No. 007, s. 2024 further strengthens School-Based Management which provides mechanisms for school self-reflection, self-management and school improvement.
3 . Strict observance of Time-On-Task is hereby reiterated so as to protect and maximize instructional time thus ensuring the active engagement of learners in achieving meaningful learning experiences. Attention is hereby invited to paragraph 4 for the specific duties and responsibilities of School Heads to ensure effective management of the school’s administrative, instructional and operational functions . The
Schools Division Office in turn shall intensify monitoring and feedback mechanisms and provide timely technical assistance through the Division SBM Composite Teams.
