1. In reference to the DepEd Memorandum dated April 16, 2026, entitled “GSIS Balik Ginhawa Program (Loan Moratorium through Refund)”, signed by Atty. Fatima Lipp D. Panontongan, Undersecretary and Chief of Staff, Office of the Secretary, this Office hereby directs the dissemination of the said memorandum for the information and proper guidance of all concerned.
2. The GSIS Balik Ginhawa Program, also known as the Loan Moratorium through Refund (LMTR), is a financial relief measure that provides qualified GSIS members with a lump-sum cash refund equivalent to up to three (3) months of loan amortizations previously remitted for the period December 2025 to February 2026. The program covers all GSIS loan types, with no additional interest or penalties, although the loan term shall be extended depending on the number of months refunded. Applications may be filed until October 31, 2026 through GSIS Touch mobile application.
3. All School Heads are hereby directed to inform all teaching and non-teaching personnel under their supervision and to provide necessary assistance in addressing basic inquiries related to this program. Concerned personnel are enjoined to carefully read the attached DepEd Memorandum and its Annex (Updated FAQs) for detailed guidelines, eligibility requirements, and application procedures.
4. For clarifications beyond the scope of this Office, personnel may coordinate with their respective GSIS Agency Authorized Officers (AAO), visit any GSIS Branch, or contact GSIS through balikginhawa@gsis.gov.ph.
