This dissemination aims to foster a safer learning environment, consistent with DepEd’s 5-Point Reform Agenda, which emphasizes creating an enabling learning environment and promoting the overall well-being of learners. Thus, all public and private School Heads are enjoined to ensure that the provisions of this Memorandum are properly disseminated, integrated, and duly considered in the planning and preparation activities for the upcoming opening of classes.
