1. Relative to Regional Memorandum No. 134, s. 2025 entitled “Guidelines on the Localized Referral System for Mental Health Psychosocial Support (MHPSS) Interventions and Adolescent Reproductive Health,” the City Schools Division of Dasmarinas, through the School Health and Nutrition Unit (SHNU), hereby rationalizes and operationalizes its established Division Localized Referral System.
2. This Localized Referral System of School Mental Health Program of Dasmarinas establishes the standard procedures applicable to all public-school learners and DepEd personnel throughout the City Schools Division Office of Dasmarinas beginning School Year 2026-2027.
3. This Memorandum aims to provide guidance to all public schools in the City Schools Division of Dasmarinas regarding structured risk stratification, key stakeholder roles, and referral protocols linking school-based interventions with community mental health professionals and institutions including the City Health Office, partner Psychologist, and Psychiatrist.
4. In adherence to the division’s process flow, the internal and external screening pathways are institutionalized under three primary management tiers:
