1. In reference with DepEd Order No. 16, s. 2026, tided “Guidelines on Lesson Planning and Learning Design”, which promotes instructional supervision through coaching, mentoring, and continuous professional improvement using the ILAW Framework, this Office, through the Curriculum Implementation Division, announces the utilization of the ILAW Framework in Lesson Planning Monitoring Tool as the official division-developed monitoring instrument for lesson planning review, classroom lesson walkthroughs, and technical assistance visits under CID Program EXCEL in Learning Delivery.
2. The ILAW Framework Monitoring Tool shall be utilized by Education Program Supervisors, Public Schools District Supervisors, School Heads, and other Instructional Leaders during:
a. Lesson Plan Reviews;
b. Classroom Lesson Walkthroughs;
c. Technical Assistance Visits;
d. Learning Action Cell (LAC), Lesson Study sessions;
e. Professional Learning Communities/ Community of Practice; and
f. Other instructional supervision activities.
3. The monitoring tool enclosed in this memorandum shall be used solely for instructional coaching, mentoring, and technical assistance. It shall not be used for teacher performance evaluation or rating, but to identify strengths, areas for improvement, and appropriate interventions.
4. Feedback shall be evidence-based, constructive, and aligned with the four components of the ILAW Framework. Teachers shall utilize the feedback provided to continuously improve lesson planning, classroom instruction, and learner outcomes.
5. Monitoring results shall inform school, cluster, and division level professional development, Learning Action Cell (LAC) sessions, instructional coaching, and other capability-building initiatives. Instructional Leaders shall integrate the monitoring tool into instructional supervision, facilitate coaching conferences, and ensure follow-through on agreed improvement plans using the Performance Monitoring and Coaching Form (PMCF).
