1. In view of the conduct of the NQMS Refresher Series: NQMS General Awareness and Quality Workplace on August 17, 2026, at the Bulwagang Emmanuel Resurreccion, Emmanuel Resurreccion Congressional Integrated High School, this Office announces the implementation of a Skeletal Workforce Arrangement (SWA) at the City Schools Division Office on the same date to ensure the maximum participation of Division Office personnel in the said activity.
2. Chiefs of Functional Divisions and Unit/ Section Heads shall ensure continuity of public service productivity is maintained to stakeholders and remain uninterrupted. Selected Job Order / Contract of Service employees shall remain onsite and attend to stakeholders concerns while the SWA is in place.
3. All concerned personnel, public and private schools, and stakeholders are advised to be guided accordingly.
4. Immediate dissemination of and compliance with this Memorandum is directed.
