1. In tribute to the memory and service of the Honorable Congressman Elpidio F. Barzaga Jr., Cavite 4th District Representative, and in accordance with Section 23.c of Republic Act 8491 titled An Act Prescribing the Code of the National Flag, Anthem, Motto, Coat-of-Arms and other Heraldic Items and Devices of the Philippines, all public and private schools in this Division are hereby instructed to have their Philippine Flags flown at half-mast until the day of interment.
