Section 3 of RA 9184, and its 2016 Revised IRR mandates that all procurement shall be governed by the principle, among others, of having a streamlined procurement process that will uniformly apply to all government procurement and shall be simple and made adaptable to advances in modern technology to achieve and ensure efficient and effective methods.
