1. Cognizant of the Division Memorandum No. 292, s. 2023 or the Reiteration of
Division Memorandum No. 172, s. 2023 Focusing on Phase III and Phase IV stating that Phase III shall be done within July 17-21, 2023, this Office would like to inform all public elementary and secondary schools of the various concerns relative to the conduct of Phase III of the Results-based Performance Management System (RPMS) of Teachers for School Year 2022-2023, and the response of this Office to address such concerns. This Memorandum is issued to clarify concerns of teachers and other school-based personnel involved in the RPMS of Teachers and to ensure the smooth and uniform implementation across schools.
2. All school personnel concerned are advised to refer to the summary of concerns and the corresponding responses of the City Schools Division Office based on existing national guidelines and on division-contextualized measures. On concerns not covered by this Memorandum, School Heads are instructed to devise other necessary measures which are aligned with the general intent of this issuance, and to ensure that teachers are placed at an advantage if the situation warrants.
