1. Republic Act No. 11476, otherwise known as the “GMRC and Values Education Act,” institutionalizes the teaching of Good Manners and Right Conduct (GMRC) and Values Education (VE) in the K to 12 Basic Education Curriculum. As articulated in Sections 1-2 of the Act, schools play a vital role in strengthening ethical and spiritual values, respect for human dignity, discipline, patriotism, and civic responsibility. This mandate places character formation at the heart of basic education and calls on schools to create environments where values are not only taught but meaningfully lived.
2. Convention to Characterization: The Teaching of GMRC and Values Education in the City Schools Division of Dasmarinas responds to this mandate by strengthening instructional delivery so learners progress from basic compliance or conventional understanding to full characterization—where values are deeply internalized and consistently practiced.
3. This effort is anchored on the Curriculum Implementation Division (CID) Banner Program EXCEL—Excellence in Curriculum Engagement and Learning, specifically under its priority area on Learning Delivery, which emphasizes effective, responsive, and holistic instructional practices that lead to meaningful learning outcomes.
4. To strengthen the implementation of Good Manners and Right Conduct (GMRC) and Values Education (VE) in all public schools of the City Schools Division of Dasmarinas, the Curriculum Implementation Division shall conduct division-wide monitoring each school year to promote fidelity to the curriculum and the consistent use of learner-centered instructional strategies. This shall involve structured monitoring, documentation of best practices, and the provision of technical assistance to ensure that values are taught, internalized, and consistently demonstrated by learners through enhanced instruction and systematic monitoring.
