I. DepEd Order No. 008, s. 2020 titled Guidelines on Enrollment for School Year 2020-2021 in the Context of the Public Health Emergency Due to COVID-19 provides that “Physical enrollment in schools or other similar activity shall be highly discouraged, even in low risk areas. The first two weeks shall completely be remote enrollment, where there will absolutely be no face-to-face”. The Order also provides that SDOs and schools shall exhaust all possible means to conduct remote enrollment. Unless otherwise necessary, any form of physical submission of enrollment data shall only be done on the 3rd week of the enrollment period which shall be done in coordination with the local government units (LGUs).

2. The prevailing DepEd Memorandum on work arrangement is DepEd Memorandum No. 54, s. 2020 as affirmed in the recently issued DepEd Memorandum No. 56, s. 2020. Accordingly, the status quo on work arrangements for officials, teaching and non-teaching personnel in all its
offices, units, pursuant to DepEd Memorandum No. 53, s. 2020 and OM-OSEC-2020-001 is extended until a superseding issuance is promulgated. Thus, work from home and skeleton (skeletal) workforce will remain as the alternative work arrangements to be adopted by DepEd
offices and schools.

3. However, for personnel working as skeleton workforce in schools, it is necessary under DepEd Memorandum No. 54, s. 2020 and DepEd Memorandum No. 56, 2s. 2020 that an authority from the Regional Director be first obtained to allow reporting in schools. …
