1.In compliance with the provisions of Republic Act (RA) No. 12027 titled An Act Discontinuing the Use of Mother Tongue as Medium of Instruction (MOI) from Kindergarten to Grade 3, and Amending for the Purpose Sections 4 and 5 of RA 10533, otherwise known as the Enhanced Basic Education Act of 2013, this Office disseminates DepEd Order 020, s. 2025 or the Policy on the Medium of Instruction for Kindergarten to Grade 3 Effective School Year 2025- 2026.
2. As provided in this Order, the primary MOI for kindergarten to Grade 3 shall be Filipino and English, including Filipino Sign Language for deaf and hardof-hearing learners. Regional languages may be utilized as auxiliary media of instruction, particularly through translanguaging to facilitate transition for learners across languages and to support comprehension.
3. As stipulated in Section 2 of RA 12027, schools and community learning centers (CLCs) that meet specified requirements may continue to use the learner’s language as a MO!. This includes schools and CLCs implementing the Indigenous Peoples Education Program. \
