1. In compliance with Procurement Service – Department of Budget and Management (PS-DBM) Advisory No. 2025-010, dated July 29, 2025, all public schools are required to submit their Annual Procurement Plan for Common-Use Supplies and Equipment (APP-CSE) for Fiscal Year 2026 on or before August 31, 2025.
2. Further, this office reiterates submission of the APP-CSE 2026 Form shall be done exclusively thorough the modernized Philippine Government Electronic Procurement System (mPhilGEPS); while an online form must be accomplished for the APP-CSE 2026 Form – Other Items. Thus, emailed submission or manual submission of the hard copy will not be accepted.
3. The APP-CSE 2026 Forms, FAQs on APP-CSE 2026 and User Manual on how to upload APP-CSE to mPhilGEPS are made accessible on the Procurement Service – DBM website (https://ps-philgeps.gov.ph) and Facebook page (https://www.facebook.com/PSDBMgovph).
4. Immediate dissemination of and strict compliance on this Memorandum is desired.
