1. In line with the Department of Education’s (DepEd) mandate as stipulated in the Republic Act No. 10354 (Responsible Parenthood and Reproductive Health Law of 2012), and pursuant to DepEd Order (DO) No. 025, s. 2025, this Office, through the Curriculum and Implementation Development (CID), directs the immediate and full implementation of the Policy on the Implementation of Reproductive Health Education (RHE) for Adolescent Learners in Basic Education. This Policy establishes the new framework for Reproductive Health Education (RHE), repealing DO No. 031, s. 2018 on Comprehensive Sexuality Education. The RHE framework refines and strengthens the scope of instruction to address the current and emerging needs of Filipino adolescents.
2. All School Heads through their Health and MAPEH Coordinators/Teachers shall ensure the effective implementation of RHE in their respective schools.
• Target Learners: The RHE program applies to all adolescent learners in Grades 5 to 12 (ages 10 to 19) in all public schools and Community Learning Centers (CLCs).
• Primary Integration: RHE standards, key concepts, and values shall be explicitly integrated into the delivery of Physical Education and Health in MAPEH , as well as other relevant learning areas.
• Core Topics: The content must cover RHE topics including, but not limited to: values formation; physical, social, and emotional changes in adolescents; self-protection against discrimination, sexual abuse, and gender-based violence (GBV) and teen pregnancy; women’s rights and children’s rights; gender and development; and responsible parenthood.
• Parental Engagement: Schools shall conduct regular orientations and consultations with parents/guardians to discuss RHE content and foster understanding and support.

4. Participation in this activity shall adhere to DepEd Order No. 9, s. 2005 on Instituting Measures to Increase Engaged Time-On-Task and Ensuring Compliance Therewith, and strict compliance to other existing DepEd rules and guidelines.
