The Civil Service Commission Regional Office IV-A. as part of its 50th anniversary milestone celebration, recognized DepEd Dasmariñas as one of the agencies that have attained Maturity Level I| (Bronze Awardee) under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) or a process-defined HR system (Accreditation Status) during the Regional Awarding and Recognition Rites on January 28, 2025, 2:00 P.M. at Luxent Hotel, 51 Timog Ave., Quezon City. The highly anticipated status award was received by OIC-SDS Elias Alicaya Jr., ASDS Galileo Go, Leylanie V. Adao, EPS-LR, Maricel Mendoza, HRMO, Renante Salimbao, SEPS-HRD, and Noel Anciado, EPS-English, on behalf of over 100 Division Office personnel who collectively worked to attain this milestone. All of these and more milestones to come for the benefit of over 4,000 teaching and nonteaching personnel, and of over 120,000 learners. Congratulations, DepEd Dasma!

 

The Department of Education (DepED) Schools Division Office (SDO) of Dasmariñas City has been steadfast in its pursuit of excellence through the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). The journey started with SDS Celedonio Balderas Jr. in 2020, continued under the leadership of SDS Raymundo Cantonjos, and is now being driven forward by SDS Elias Alicaya Jr., alongside ASDS Galileo Go. As they work toward their goal of becoming a PRIME-HRM Bronze awardee by November 2024, the division is closer than ever to realizing its vision of strengthening HR practices. This initiative, introduced by the Civil Service Commission (CSC), is focused on building transparent, merit-based HR processes that elevate both recruitment and professional growth.

The path hasn’t always been smooth, but SDO Dasmariñas City has met each challenge with determination. Their success is a product of thoughtful planning, ongoing training, and the dedication of both leadership and the four dedicated committee. As they approach PRIME-HRM recognition, the division remains focused on professional development and HR excellence, which will ultimately benefit not just their employees but also the educational community they serve. This milestone will reinforce the division’s reputation as a model of integrity and commitment in public service.

CSC PRIME-HRM

The Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence.

PRIME-HRM entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.

What happens under PRIME-HRM?

ASSESS
The CSC will assess the maturity level of an agency’s competencies, systems, and practices in four HR systems: (1) recruitment, selection, and placement; (2) learning and development; (3) performance management; and (4) rewards and recognition. Based on the assessment, a government agency may be classified according to four maturity levels:

Transactional HRM – HR assumes personnel function that is mostly separate from agency/business and talent need.

Process-Defined HRM – There is a set of defined and documented SOPs established, though it needs improvement. It is characterized by goal-oriented decision making. There is some automated system but little integration of data.

Integrated HRM – Uses process metrics for continuous improvement, an HR management toolkit, and data-driven decision making. HR function supports agency business needs.

Strategic HRM – HR processes are focused on continually improving process performance. It is also systematically managed by a combination of process optimization and continuous improvement. At this level, HR helps to drive agency business decision on people, data, and insight. HR strategy is already part of the agency strategy.

ASSIST
The CSC provides customized technical assistance and developmental interventions according to the determined needs of the agency.

AWARD
Agencies may vie for special rewards and citations for HR excellence.
