Physical stock taking of equipment and supplies serves as a basis for preparing accounting reports. The Government Accounting Manual for National Government Agencies Volume I states that, “Physical inventory taking is an indispensable procedure for checking the integrity of property custodianship. In all cases, the physical inventory taking which is required semi-annually and annually should be regarded with importance.”

However, in view of Presidential Proclamation No. 929 titled Declaring a State of Calamity Throughout the Philippines Due to Corona Virus Disease 2019, issued March 16, 2020 imposing an Enhanced Community Quarantine throughout Luzon until April 12, 2020 and with the further extension of ECQ to April 30, 2020 and subsequently until May 15, 2020. It is impossible for the Division Inventory Committee to conduct the physical checking of properties as previously scheduled right after the end of school year.

Thus, this Office informs the field the suspension of the CY2020 Annual Inventory of Properties. Rescheduling of this activity shall be made immediately within thirty (30) days upon lifting of the Enhanced Community Quarantine.

All School Heads, together with the School Property Custodians are enjoined to protect and safeguard all school properties against lost, wastage and improper disposition during the pandemic.

Inventory reports such as, but not limited to, the Report on Physical Count Property Plant and Equipment (RPCPPE) and Report on Physical Report Count of Inventories (RPCPI) shall be on status quo as at December 31, 2019. While disposal of properties shall be made immediately after the conduct of annual inventory.

Accomplishment of School Form 3 (SF3) Books Issued and Return shall be submitted by the class advisers to the school property custodian for consolidation on or before May 30, 2020. The End of School Year is dated April 3, 2020. All columns shall be accomplished accordingly however for books not yet returned by the students, class advisers shall code temporarily the Date Returned column FM (Force Majeure) and the Remarks/Action Column shall be coded with COVID-19. A separate instructions may be issued in relation to the accomplishment of SF3.

In relation to OUA Memo 00-0420-0029 Memorandum Guidelines on the use of Desktop Computers, Laptops, Tablet PCs, and Smartphones at Home during the Covid-19 Pandemic, school property custodians shall monitor the issuance and accountability of end users.
