1. On March 21, 2021, President Rodrigo R. Duterte through Executive Secretary Salvador C. Medialdea approved different measures to address the rising cases of COVID-19 in the country as recommended by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) under Resolution No. 104 dated March 20, 2021.

2. By virtue of the same memorandum, the provinces of Bulacan, Cavite, Laguna, and Rizal were placed under General Community Quarantine (GCQ) together with the highly urbanized cities of the National Capital Region including the municipality of Pateros from March 22 to April 04, 2021. The said areas shall be treated as one Subject Area.

3. The following measures are among those cited in IATF Resolution No. 104 which are applicable and/or relevant in the continuous operation and provision of service in our Division and in ensuring the health and safety of its personnel:

3.1 All mass gatherings including religious gatherings shall be prohibited. The holding of face-to-face meetings are highly discouraged and, as an alternative, virtual meetings are highly encouraged;

3.2 Current operational capacities of essential and non-essential services/industries shall be maintained, subject to adherence to safety protocols and minimum public health standards, particularly in the prohibition of aggregation in communal areas such as pantries, canteens, etc. However, the private sector is enjoined to adopt similar alternative working arrangements as those already in place in the executive branch of government, i.e. thirty percent (30%) to fifty percent (50%) operational or on-site capacity, where applicable;

3.3 A common curfew shall be imposed between ten o’clock in the evening to five o’clock in the morning (10:00 PM to 5:00 PM). Workers, cargo vehicles, and public transportation, however, shall not be restricted by such curfew;

3.4 Any person below eighteen (18) years old and above sixty-five (65) years old, those with immunodeficiency, comorbidity, or other health risks, and pregnant women, including any persons who reside with the aforementioned, shall be required to remain in their residences at all times, except when indispensable under the circumstances for obtaining essential goods and services, or for work in their respective industries and offices. Persons above sixty-five (65) years old may likewise be allowed for outdoor non-contact sports and other forms of outdoor exercises; Persons with disability (PWD) may be allowed outdoors for their therapy as well as for outdoor non-contact sports and other forms of outdoor exercises, upon presentation of prescription from their physicians or presentation of PWD ID;

3.5 Visiting persons outside their immediate family or other households is strongly discouraged. Even at home, wearing of masks for the elderly and the vulnerable and for the rest of the household, is strongly advised;

The other restrictions applicable to GCQ areas in the Omnibus Guidelines in the Implementation of Community Quarantine in the Philippines, as amended, shall remain in effect in the subject area.

4. To ensure that our Division adheres to the set standards, all officials and personnel are instructed to follow the following additional guidelines in the conduct of activities, implementation of programs and work accomplishment:
4.1 Face-to-Face and limited face-to-face conduct of meetings, trainings, orientation, and other analogous activities that would involve assembly of group of people shall be cancelled;

4.2 Motorcade, parade, and other awareness campaign that brings together group of teachers or any stakeholders on the community for the Early Registration are not allowed. Maximize all available online platforms and communication tools.

4.3 Schools shall not accommodate any volunteer for Brigada is Kwela 360˚. Acceptance of donations shall be deferred until further notice for the safety of all stakeholders.

4.4 Schools shall strictly implement Alternative Work Arrangement and ensure compliance with all standing protocols as regard COVID-19 prevention ensuring that only essential workers are reporting on site subject to the 30%-50% operational capacity.

4.5 Division and School personnel are reminded to ensure that StaySafe.Ph is used and maximized. All personnel reporting as part of the skeletal workforce shall adhere at all times to existing health standards and safety protocols to prevent COVID-19 infection in the workplace.

4.6 All personnel of the City Schools Division of Dasmariñas under work-from-home arrangement are instructed to stay at home during work hours and should leave the same only in emergency cases and to attend to essential errands only after working hours.

4.7 All officials and personnel in the Division Office shall not be allowed to accept private visitors. Vendors and delivery personnel are also not allowed inside the premises of the Division Office. For deliveries and transaction purposes, they may be allowed to remain in the waiting area located outside the main entrance door.

4.8 All hard copies of documents for submission to concerned units/sections in the Division Office must first be subjected to disinfection by the Records Unit before the same is forwarded to the intended recipient.

4.8 All personnel who intends to visit the Division Office are encouraged to set an appointment with the Administrative Services Unit at least one (1) day before the intended time of visit to ensure availability of official or employee to be visited and for purposes of controlling the number of individuals occupying the premises. 5. In a meeting held on March 21, 20201 with Honorable City Mayor Jennifer A. Barzaga, it was announced that no module distribution shall take place in schools during the period of the GCQ which is from March 22 – April 04, 2021. The distribution of milk for feeding in schools shall likewise be cancelled. Instead, it will be turned over to the City Nutritionist who will take charge of the distribution.

6. Immediate dissemination of and compliance with this memorandum are hereby mandated.
