1. In reference to Division Memorandum No. 139, s. 2025 regarding the dissemination of DepEd Memorandum No. 017, s. 2025 titled “Interim Guidelines for the Department of Education Performance Management and Evaluation System (PMES) for Teachers in the School Year 2024-2025”, this Office informs all public elementary and secondary schools of the Frequently-Asked Questions (FAQs) on the implementation of PMES for teachers and other school-based personnel. This memorandum aims to address common concerns and provide clarifications to ensure consistent and effective implementation of the PMES across schools.

2. All school personnel concerned are advised to refer to the summary of concerns and the corresponding responses of the City Schools Division Office based on existing national guidelines and on division-contextualized measures. On concerns not covered by this Memorandum, School Heads are instructed to devise other necessary measures which are aligned with the general intent of this issuance, and to ensure that teachers are placed at an advantage if the situation warrants.
