As stated in Section 17, Article Xl of the 1987 Constitution “Public officials and employees to file their Statements of Assets, Liabilities and Net Worth (SALN) upon assumption to office and as often as may be required by law”, which under Section 8(A) of Republic Act No. 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees, SALN should be filed on or before April 30 of every year.
Furthermore, relevant to Civil Service Commission Memorandum Circular No. 3 s. 2015 “Amendment to CSC MC No. 2 s. 2013 (Revised Statement of Assets, Liabilities and Net Worth Form), the field is directed to submit the FY 2016 STATEMENT OF ASSETS, LIABILITIES & NET WORTH (SALN) form in two copies together with the Summary List of Filers (template attached) on or before March 1. 2017. Attention is invited to the provisions of Regional Memorandum No. 027s. 2017.
