1. Relative to Division Memorandum No. 643, s. 2023 titled Submission of Quarterly Learning Outcomes Assessment Reports for SY 2023-2024, this Office, through the Curriculum Implementation Division, would like to provide additional information and guidance to the submission of these reports and utilization of the assessment data.

2. All key personnel involved are advised to refer to the enclosed documents:

2.1 Copy of Unnumbered Memorandum re: Technical Assistance Provision to Schools on Identified Priority Learning Competencies based on Diagnostic Tests and EQWART Results. This contains the Terms of Reference (TOR) of the Teachers, Master Teachers/Head Teachers/Schools Heads, and PSDSs/EPSs on the utilization of the assessment data, particularly on the identified priority learning competencies.
2.2 Guide to Interpretation of Mean Percentage Scores (MPS). This details the mastery level and level description based on the computed MPSs of the learning areas and of the test items or learning competencies. Each mastery level category is also provided with the corresponding form of instructional assistance that may be implemented by teachers. This Guide is based on CALABARZON’s Learning Assurance for Monitoring and Progress (LAMP) of Regional Learning Outcomes in Distance Learning which was administered in 2022. The ranges of MPSs have been revised to accommodate a more realistic set of mastery level categories for the numerical results.

3. All provisions in Division Memorandum No. 643, s. 2023 is still in effect. Attached here is Division Unnumbered Memorandum No. 551, s. 2022 for your reference and perusal.
