On March 18, 2022, the Department of Education issued DepEd Order No. 13, s. 2022 tilled Omnibus Guidelines on the Regulation of Operations of Parent-Teacher Associations. On the Terms of Office of SPTA-BOD, its Officers, EXECOM Officers, FPTA-BOD and FPTA-EXECOM, DepEd Order No. 13, s. 2022 provides the following, to wit:

“Section 11.5.1 The terms of office of SPTA-BOD, its Officers, and the EXECOM Officers shall be one year from the date of election. They shall hold office until a new set of officers has been elected and qualified.

Section 11.5.2 In no case shall an SPTA-BOD, its Officers, and the EXECOM Officers serve for more than two (2) consecutive terms.

Section 17.3 Terms of Office. The terms of Office of the FPTA-BOD and FPTA-EXECOM shall be one year from the date of their election/ appointment. They shall hold office until a new set of officers has been elected and qualified. In no case shall FPTA-BOD and FPTA-EXECOM serve for more than two (2) consecutive terms.”

In order to guide the field in the proper implementation of the above-quoted provisions, there is a need to issue this clarificatory statement. Thus, to determine the commencement period of reckoning the Terms of Office under the Omnibus Guidelines on the Regulations of Parent-Teacher Associations, Section 38 of DepEd Order No. 13, s. 2022 provides as follows:

“Section 38 In case of schools/ divisions where PTA officers are yet to be elected for S. Y. 2021-2022, the election of their new set of SPTA/ FPTA officers for SY 2021-2022 shall be governed by these guidelines.”

Hence, the aforecited provisions shall take effect in the following manner:
