It has been brought to our attention that there have been rampant violations of the No Collection Policy, particularly on the sale of tickets for play viewing, film showing and audiovisual presentations, and conduct of educational tours, allegedly involving unauthorized negotiations of DepEd personnel with private groups.

Please be reminded that “sale of tickets and/or the collection of contributions in any form whatsoever, by any person for any project or purpose, whether voluntary or otherwise, from school children, students and teachers of public and private schools, colleges and universities is … prohibited” as mandated by Republic Act 5546. The law, however, provides for specific exceptions which are further detailed in DepEd Memorandum No. 143, s. 2016, Reiteration of the No Collection Policy from the Parents Teachers Association. It stipulates the guidelines on the collection of voluntary school contributions and further stressed that:
“in no case shall non-payment of voluntary school contributions or membership fees shall he made as a basis for admission, non promotion, or non-issuance of clearance to a student by the school concerned.”

Accordingly, please be conscious of the existing DepEd guidelines on the conduct of educational field trips and showing of plays/films/audiovisual presentations. Any violation and/or abuse of DepEd policies must be reported to proper authorities as well as this Office immediately.
