1. The Employees’ Compensation Commission (ECC), an attached agency of the Department of Labor and Employment (DOLE), in cooperation with the Department of Education (DepEd) will conduct an Information Drive to the regional/ division offices, and public elementary and secondary schools nationwide in order to promote its Employees Compensation Program (ECP).

2. The ECC is a government-owned and controlled corporation mandated by Presidential Decree No. 626, as amended, otherwise known as the Employees’ Compensation and State Insurance Fund of the Labor Code of the Philippines, to provide meaningful and appropriate compensation to workers and/or their beneficiaries who met work-related sickness, injuries or death.

3. The ECC covers all employees from the private and public sectors, including the uniformed personnel of the Philippine National Police, Armed Forces of the Philippines, Bureau of Jail Management and Penology and Bureau of Fire Protection.

4. The ECP is a contributory insurance that is based on employer monthly contribution collected by ECC’s administering agencies, the Social Security System and the Government Service Insurance System. Under Presidential Decree 626, as amended, employees who met work-related sickness, injuries or death shall be compensated and provided with rehabilitation services to integrate them back into the
economic mainstream.
5. In order to enhance social protection for the employees of the Department, the DepEd and the ECC have reached an agreement on the following functions of each agency:

a. The ECC shall:

i. conduct seminars on ECP to schools, councils, centers, bureaus, and other offices of the DepEd in all regions of the
country based on an agreed schedule;
ii. conduct Training of Trainers (TOT) on the ECP to DepEd personnel staff to ensure continuous cascading of the ECC
information drive;
iii. facilitate information exchange to its employees needing Employees Compensation (EC) services, like the KaGabay
Program; and
iv. designate focal persons from the central and regional offices who shall coordinate the needs of the parties.

b. The DepEd shall:
i. provide opportunities for ECC to conduct information dissemination to the different units of the DepEd on the ECP;
ii. permit the ECC to display posters on the ECP, as well as distribute ECP materials to schools and offices of DepEd;
iii. notify the ECC in case there are work-related incidents involving employees of DepEd and furnish a list of beneficiaries thereof;
iv. assist its personnel/staffs in the completion of all documentary requirements needed for the filing of EC claims; and
v. designate the personnel staffs/unit who shall coordinate the needs of the parties.

6. The DepEd and the DOLE – ECC will create a technical working group that shall meet regularly to develop areas of collaboration and assess the partnership and formulate implementing rules and regulations geared towards promoting and institutionalizing the ECP and facilitate/simplify the processing of EC claims. The ECC Directory is enclosed to facilitate proper coordination and collaboration.

7. Expenses for snacks of resouce persons/participants related the conduct of Seminars on ECP shall be charged to regional funds subject to the usual accounting and auditing rules and regulations.

8. The Regional Office should submit a consolidated regional report on the ECC information drive to the Employee Welfare Division, Bureau of Human Resource and Organizational Development, Department of Eduction (DepEd) Central Office, DepEd Complex, Meralco Avenue, Pasig City at telefax no.
