1. Relative to National Budget Memorandum No. 142, s. 2022 titled National Budget Call for FY 2023 dated January 12, 2022 and Regional Memorandum No. 22-107 dated February 14, 2022, this Division will be holding a Seminar-Workshop on the Preparation of Budget Proposal for Fiscal Year 2023 for Public Elementary, Secondary High School IU’s, & Non IU’s and Stand Alone Senior High School on March 08 – 09, 2022 at Bayleaf Hotel, General Trias City.
2. This seminar-workshop aims to:
a. provide directions to school Implementing Units and Non-Implementing Units on the preparation of budget proposal based on thrusts and priorities;
b. continued adoption of budget administrative reforms such as: 2-tier budgeting approach (2TBA); program based budgeting structure through Program Expenditure Classification approach (PREXC); and the Unified Account Code Structure (UACS);
c. ensure that all operations are on schedule and that their appropriated budgets can be fully obligated and disbursed within the fiscal year of FY 2023; and
d. provide technical support to operating units to focus on the implementation of the current year’s appropriated
3. Participants to this seminar-workshop are the SDO Accountant, Budget Officer, School Heads of Elementary, Secondary High Schools (IU; s & Non IU’s) & Stand Alone Senior High School, School Accountants, Bookkeepers of Junior High School IU’s & Non IU’s, and Administrative Officers of Senior High Schools Stand Alone (Please see enclosure no. 1 for the list of attendees).
4. Participants should be at the venue at exactly 08:00 in the morning and are advised to bring the necessary documents (eg. SIP/AIP/WFP), laptop, extension and calculator.
5. There will be a registration fee of Php 2,000.00 per participant per day to be collected. Funds for this purpose shall be charged against school MOOE subject to COA accounting and auditing procedures.
6. Attached to this Memorandum are the matrices of activities, opening and closing program.
