Relative to the Revised CSC DBM Joint Circular No. 01 s. 2012, government personnel whether on temporary or provisional status of appointment should be granted of one (1) Step Increment in the salary due to length of service for every three (3) years of continuous satisfactorily service to present position. On the foregoing review of the submitted applications for step increment of the school personnel, an alarming data of delayed granting particularly in elementary schools were observed. One of the main factors that might have contributed to the delay is the change or absence of personnel in-charge on ancillary work, incomplete record and inaccurate references to determine the grantees. …
