1. Relative to Division Memorandum No. 96, s. 2020 titled Registry of Qualified Teacher-Applicants for Kindergarten, Elementary, and Junior High School (Batch 1) for School Year 2020-2021, this Office informs the field on the guidelines in appointing qualified teacher-applicants for the school year 2020-2021.
2. The Registry of Qualified Teacher-Applicants (RQA) shall be used in appointing new school personnel positions (NSPP) in 2020 and natural vacancies of Teacher items in Kindergarten, Elementary, and Secondary Schools for School Year 2020-2021.
3. Teacher-applicants listed in the RQA are eligible for either permanent or substitute appointment.
4. The school heads shall recommend a teacher-applicant based on the school’s priority subject area of specialization and the existing equal employment opportunity principle in the selection of personnel (Reference: Division Memorandum No. 80 s. 2020).
5. The Personnel Unit shall notify the recommended teacher-applicant for the Notice of Document Submission with a checklist of requirements. It is discouraged to visit the Division Office until further instructions are given.
6. Medical certificate with laboratory results is only valid within 6 months upon issuance.
7. The teacher-appointee shall only be allowed to assume duty after all documents for appointments are submitted to the Personnel Unit.
8. Precautionary measures stated in the Division Order No. 4, s. 2020 and other health and safety measures shall be highly recommended during the submission of documents.
9. Immediate dissemination of and compliance with this Memorandum is directed.
