1. Relative to National Budget Memorandum No. 156, s. 2026 entitled “National Budget Call for FY 2027” dated January 5, 2026 and Regional Memorandum No. 25 – dated February _, 2025 the City Schools Division of Dasmarinas will be holding Division Seminar-Workshop on the Preparation and Consolidation of Budget Proposal for Fiscal Year 2027 for Public Elementary, Secondary High School IU’s, & Non IU’s and Stand Alone Senior High School on February 10-11 2026 at Bayleaf Hotel, General Trias City.
2. This seminar workshop aims to:
a. Provide directions to school Implementing Units and Non-Implementing Units on the preparation of budget proposal based on thrusts and priorities.
b. Continued adoption of the following budget reforms for greater budget transparency, openness, accountability and reliability such as 2-tier budgeting approach (2TBA); program-based budgeting structure through Program Expenditure Classification approach (PREXC); and the Unified Account Code Structure (UACS); Disaggregation of lumpsum amounts within the agency specific budgets to reflect the P/A/P;
c. Ensure that all operations are on schedule and that their appropriated budgets can be fully obligated and disbursed within the fiscal year pursuant to EO No. 91, s. 2019 Cash Budgeting System (CBS)which emphasizes funding of implementation-ready programs, activities, and projects which can be completed within the fiscal year, or until the allowable implementation period as provided in the applicable general and special provisions of the GAA: and
d. Provide technical support to operating units to focus on the implementation of the current year’s appropriated budget.
