1. This office disseminates the updated guidelines and procedures pertaining to verification of loans, insurance premia, and membership dues/contributions for automatic payroll deduction based on the following references:

  • DepEd Order No. 18 s. 2018 entitled Revised Guidelines on Accreditation / Re-accreditation of Private Entities Under the Automatic Payroll Deduction System (APDS) Program;
  • DepEd Order No. 014, s. 2019 dated June 25, 2019 on Implementation of the P5,000.00 Net Take Home Pay for the Department of Education Personnel for Fiscal Year 2019;
  • DepEd Memorandum dated August 17, 2020, Verification of Loan Amortizations to be incorporated in the Payroll for Salaries of DepEd Personnel; and
  • DepEd Order No. 020, s. 2021 entitled Enhanced Guidelines on Accreditation/Re-Accreditation of Private Entities Under the Automatic Payroll Deduction System Program.

2. This office also reiterates that as per DepEd Order No. 014, s. 2019, all prospective salary deductions in favor of entities such as non-stock savings and loan associations and mutual benefit associations duly operating under existing laws and cooperatives which are managed by and/or for the benefit of government employees, associations or provident funds organized and managed by government employees for their benefit and welfare, Government Financial Institutions (GFIs) authorized by law and accredited by appropriate regulating bodies to engage in lending, licensed insurance companies and thrift banks an rural banks accredited by the Bangko Sentral ng Pilipinas (BSP), as well as non-mandatory contributions and loan payments to the GSIS and HDMF, must undergo the process for NTHP verification prior to being billed and subsequently integrated in the payroll.
