1. With the goal of ensuring that every personnel in this division is continuously growing professionally, anchored on DepED Order No. 32 s. 2011, Policies and Guidelines on Training and Development Programs and Activities, this office instructs all school heads, learning and development coordinators, and other concerned coordinators of public schools to take part in implementing the following course of actions.
2. Learning and Development System must be enforced in the school level by starting with the assessment of training needs. The schools must have a summarized and compiled Individual Plan for Professional Development (IPPD) that will serve as basis of the trainings to be conducted. Thus, each school must have one (1) folder for Summarized E-SAT (RPMS;Training Needs) of teaching and teaching related personnel; one (1) folder for Summarized LPPD of non-teaching personnel and (1) Compiled E-SAT (RPMS;Training Needs) ILPPD of teaching and teaching related, and non-teaching personnel.
3. In conducting a Learning and Development Activity, schools must adhere with Division Memorandum No. 151, s. 2017, Reinforced Implementation of NEAP Standards in Training Proposal Submission, in submitting proposals for L&D activities that are training in nature (knowledge and skill developing activities through formal face-to-face and 4A methodology involving personnel hired under DepED) and must adhere with Division Memorandum No. 113, s. 2018, Activity Proposal Form and Activity Report, when onducting other L&D activities such as orientation, coaching and mentoring programs, and
activities analogous to the mentioned ones.
4. Every school must have Learning and Development Bulletin Board mounted conspicuous location containing:
• Employee Statistics (Teaching, Teaching Related, Non-Teaching Personnel)
– Age
– Gender
– Educational Attainment
– Distribution per Learning Area/Grade Level
• Latest L&D Memoranda
• L&D Opportunities (Division Advisory re: Trainings and Seminars)
– Assessed School Training Needs (E-SAT (RPMS; Training Needs! IPPD

5. Every School L&D Coordinator must have a Learning and Development Coordinator Box (photograph of preferred box is attached) consisting of:
• Folder for Approved LnD Proposals
• Folder for submitted ACR
• School Calendar of Trainings and Activities
• School LnD Plans and Proposals
6. Attached is the schedule of visit of Division HRD team to monitor the compliance of every school.
7. Expenses relative to this measure shall be charged against School MOOE subject to the usual government accounting and auditing rules and regulations.
