1. In line with the goal of making every child a reader and pursuant to Regional Order No. 1, 2018 which was reiterated in Regional Memorandum No. 312, s. 2018, this office through the Curriculum Implementation Division, enjoins all schools to strongly support the comprehensive and responsive reading program coined as DCCARES or Developing Content and Comprehension through Amplified Reading Enhancement Strategies.
2. This programs aims to
a. capacitate teachers to be effective teachers of reading;
b. produce quality assured reading materials that would meet the needs of the learners and at the same time aligned in the context of the learners;
c. institutionalize the establishment and/or improvement of reading centers;
d. create an avenue where best reading practices and reading research results can be shared among schools for wider utilization and replication;
e. enhance existing reading program of the schools through provision of technical assistance.
3. Thus, the field in hereby informed that starting November 18, 2019, division personnel are going to monitor schools to
a. conduct reading validation to randomly selected learners;
b. provide technical assistance to school heads, master teachers, and reading coordinators regarding the interventions done for the struggling readers and the LAC plan for reading development; and
c. check the data on reading which was gathered through Phil-IRI, EGMA or other assessment used by the schools.
4. Copy of reports shall be submitted to Mr. Noel D. Anciado or Ms. Fragilyn B. Rafael, Education Program Supervisors of CID.
5. Immediate and widest dissemination of this memorandum is desired.
