1. Pursuant to Republic Act No. 10756 titled “An Act Rendering Election Service Non-Compulsory for Public School Teachers, Authorizing the Appointment of Other Qualified Citizens, Providing for Compensation and Other Benefits,” otherwise known as the Election Service Reform Act (ESRA) and relative to the issuance of COMELEC Resolution No. 11212 titled “Guidelines on the Grant of Service Credit to Government Officials and Employees who rendered Election-related Service”, this Office hereby disseminates and adopt the guidelines, in the grant and availment of service credit.
2. Service Credit refers to the leave credits granted under the ESRA to eligible government officials and employees as recognition for election-related service rendered during a regular or special election, plebiscite, initiative, referendum, or recall.
3. In line with Section 5 of the ESRA, government officials and employees appointed or designated by the Commission who actually performed election duties shall earn at least five (5) days of service credit. This applies to those who served as: (a) Chairperson or Member of the Electoral Boards; (b) Department of Education Supervisor Official (DESO) or its functional equivalent as recognized by the Commission; and (c) their support staff, as officially appointed and duly certified by the Commission or its authorized representatives.
