1. In line with DepEd Memorandum DM-OUHRODI-2026-1133, titled “Reminders on the Updating the DepEd Field Offices and Schools’ Citizen’s Charter in Alignment with the DepEd Citizen’s Charter 2026 Edition”, this Office hereby enjoins strict compliance by all schools under this Division.
2. The Department reiterates the requirement under Republic Act No. 11302 (Ease of Doing Business and Efficient Government Service Delivery of 2018) and ARTA Memorandum Circular No. 2019-002 for all schools to update, publish, and maintain their Citizen’s Charter (CC) consistent with the DepEd Citizen’s Charter 2026 Edition.
3. Relatively, DepEd Memorandum No. 40, s.2025, titled “Updated Composition of the Department of Education Committee on Anti-Red Tape in the Central Office and Sub-CART in Field Offices and Schools” directs all schools to constitute their respective School Anti-Red Tape Committee (Sub-CART). The Sub-CART shall serve as the school’s focal body for the implementation of RA 11302 and ARTA related initiatives, including compliance with service standards, Citizen’s Charter implementation, feedback mechanisms, and process streamlining.
4. All School Heads are enjoined to fill out the link https://forms.office.com/r/p1sZLdhQsS for the composition of their respective Sub-CART on or before April 30, 2026.
