1. In reference to Regional Memorandum No. 237, s. 2026 dated April 07, 2026, titled “Memorandum of Agreement (MOA) Between Department of Education and Landbank of the Philippines”, this Office disseminates this issuance to provide guidelines for its implementation.
2. All concerned are advised that LBP’s salary loan program for DepEd personnel is not subject to the APDS accreditation process applicable to private entities.
3. Notwithstanding this, all loan applications and deduction requests involving LBP shall therefore undergo the standard DepEd verification process, comply with existing payroll deduction policies and controls; and ensure proper documentation prior to implementation.
4. In accordance with the provisions of the existing MOA, a service fee equivalent to 0.5% of the total remittance shall be collected by DepEd for administrative services rendered in the processing of payroll deductions and remittance of payments.
5. Attached is a copy of Regional Memorandum No. 237, s. 2026 and Memorandum OUF-2026-577, for reference and guidance of all concerned.
