1. In reference to Regional Memorandum No. 239, s. 2026 dated April 07, 2026, titled “Entities with Approved Online Application Process Under the Department’s Automatic Payroll Deduction System Program”, this Office disseminates this issuance to ensure proper compliance with existing guidelines.
2. All concerned personnel are advised that only APDS-accredited private entities such as BDO Network Bank, Inc., City Savings Bank, Inc., East West Rural Bank, Inc., First Consolidated Bank, A Private Development Bank., Legazpi Savings Bank, Inc., Philippine Public Schools Teachers Association, Inc., Quezon Public School Employees Multipurpose Cooperative and Rural Bank of Angeles, Inc., are authorized to process applications for loan, insurance and membership applications through online systems, such approval remains valid provided that these entities comply with existing APDS guidelines and their approved Terms and Conditions of Accreditation (TCAA).
3. All concerned offices and personnel are directed to process verification of billing statements from accredited entities, accept submissions whether through approved online systems or manual filing and ensure completeness and authenticity of submitted documents.
4. Attached is a copy of Regional Memorandum No. 239, s. 2026, for reference and guidance of all concerned.
