1. To ensure the streamlined delivery of basic education services and to minimize the disruption of classes and administrative functions in schools, this Office announces the Harmonization of all Division Monitoring and Evaluation (M&E) Activities. Effective immediately, all monitoring initiatives shall be integrated and led by the Division Field Technical Assistance Committee (DFTAC).
2. This initiative is anchored on DepEd Order No. 029, s. 2022, also known as the Adoption of the Basic Education Monitoring and Evaluation Framework (BEMEF). The framework mandates that M&E processes across all levels of governance must be vertical and horizontal, ensuring that data collection is systematic, coordinated, and non-redundant.
3. The harmonization aims to:
a) Align various monitoring tools (CID, SGOD, and Unit-specific) into a cohesive Division Monitoring Plan;
b) Shift the focus from mere compliance monitoring to Results-Based Monitoring and Technical Assistance (TA);
c) Optimize the use of resources, time, and personnel during school visits;
d) Utilize M&E findings for the quarterly Program Implementation Review and Plan Adjustment (PIRPA) to inform management decisions.
