1. Pursuant to the DepEd Memorandum No. 084, s. 2018 titled Partnership with
Philippine Red Cross for the Promotion of First Aid, Youth Development,
Volunteerism, Health and Safety, Community Resilience, and the International
Humanitarian Law (IHL) and relative to a letter received from Philippine Red
Cross-Cavite Chapter (Dasmariñas City Branch), this Division through Youth
Formation section of the School Governance and Operations hereby informs the
field regarding the conduct of PAGHILOM 2023: Orientation on International
Humanitarian Law cum Red Cross Youth Council (RCYC) Management Training on August 17-18, 2023 at Banyuhay ng Kakayahan, Francisco E. Barzaga Integrated High School.
2. This training is in commemoration of International Humanitarian Law Day that was celebrated every 12th day of August annually. It aims to equip the
participants with the necessary knowledge and skills to implement and manage
their existing Red Cross Youth Council (RCYC) in schools. Specifically, this
training aims to:
a) have greater awareness on the latest trends, advancement, and best practices of Red Cross Youth, and Red Crescent Movement;
b) gain wider appreciation on relevance of the International Humanitarian
Law as a Filipino Citizen and as a volunteer in delivering humanitarian service;
c) develop a deeper understanding on the different roles of the Red Cross Youth (RCY) Teacher-Advisers in managing the councils and its role in the learner’s educative process.
