1. The Department of Education promotes the Flexible Learning Program (FLP), formerly known as Alternative Delivery Mode (ADM), as a strategic intervention that ensures equitable access, quality, and continuity of learning for learners who face challenges in attending regular classroom instruction.

2. To strengthen the implementation of these programs and encourage wider adoption among schools, an activity titled “Flexible Learning Program (Formerly Alternative Delivery Mode): Implementation Status, Best Practices, Ways Forward cum FLP Implementers’ Recognition” shall be conducted on September 08, 2026. This activity will serve as a venue for presenting implementation experiences, sharing best practices, identifying areas for improvement, and providing technical assistance to implementing schools. It will also allow non-implementing schools to gain insights on FLP as a learner retention and dropout reduction strategy.
