I. In connection with DepEd Memorandum (DM-OUHRODI-2026-3601) and pursuant to Section 36 of Republic Act (RA) No. 9710 otherwise known as the Magna Carta of Women (MCW), PCW-DBM-NEDA Joint Memorandum Circular (JMC) No. 2022-01 and POW Memorandum Circular (MC) No. 2026-04 pertaining to the abovementioned subject, this Office hereby informs the field of its stipulated guidelines.
2. The said issuances particularly highlight the GAD budget constituting at least five percent (5%) of the agency’s total budget appropriations reflected in the FY 2027 National Expenditure Program (NEP) which shall be assessed at the agency level. This office reiterates the vital components of the GPB in adherence to various legal bases. The succeeding sections further clarified the submission process, roles and responsibilities of the different governance levels, applicable templates and relevant
reminders.
