Relative to Division Memorandum No. 150, s. 2020 re: Work Arrangement of DepEd Dasmariñas Personnel under the Modified Enhanced Community Quarantine (MECQ) and Reiteration of Safety and Health Standards under DepEd Order No. 014, s. 2020, the field is hereby informed of the attached Office of the President Memorandum Circular No. 79 issued by Malacañang dated August 03, 2020 (released on August 04, 2020) through Executive Secretary Salvador C. Medialdea.
The memorandum stated, among others, that all government agencies and instrumentalities of the executive branch, including GOCCs, located in all geographical areas placed under Modified Enhanced Community Quarantine (MECQ) shall adopt a skeleton workforce up to a maximum of 50% operational capacity at any given time, unless a higher operational capacity is required in agencies providing health and emergency frontline services, border control, and other critical services.
Further, the memorandum stated that all agencies shall adopt the most appropriate alternative work arrangements for their respective agencies, in accordance with the relevant rules and regulations of the Civil Service Commission.
In effect, the memorandum confirms the earlier issuances of the Department of Education on alternative work arrangement as provided in DepEd Order No. 011, s. 2020 or the Revised Guidelines on Alternative Work Arrangements in the Department of Education During the Period of State of National Emergency Due to COVID-19 Pandemic and Memorandum DM-PHRODFO-2020-000198 (Clarification on DepEd Order No. 011, s. 2020) which was the basis of Division Memorandum No. 150, s. 2020 issued on August 03, 2020. Therefore, skeletal workforce and work from home (WFH) shall continue to be the work arrangement from August 04, 2020 to August 18, 2020 of all DepEd personnel in the Division office and public schools of Dasmariñas City while the Province of Cavite is under MECQ ensuring that the number of personnel serving as skeletal workforce do not exceed the required operational capacity as provided by existing DepEd Order Office of the President MC Circular No. 79 and the Omnibus Guidelines on the Implementation of Community Quarantine in the Philippines with Amendments as of July 16, 2020.
