1. In line with the attainment of the DepEd’s thrust to continually improve the quality of Basic Education specifically to raise participation, completion and achievement and implement an official and effective quality assurance mechanism to provide both youth and adult learners with the skills, knowledge, and values they need to become caring, self-reliant, productive, and patriotic citizens.” It also recognizes the role of ALS as complement to the formal education system in order to achieve the stated goal of quality education for all.

2. Relative to this, the Division ALS Field Technical Assistance Team are tasked to conduct the ALS-DFTA Team visit in all community learning centers (CLC’s) ON September 6, 2016 onwards. This is to ensure that the quality management system in the implementation of the program in the division is serving its purpose in strengthening collective accountability.

3. This visit aims to:
a. Assess the implementation of the program and provide TA
b. Help identify gaps that need TA, prioritized needs for actions
c. Encourage stakeholders to adopt CLC / learners
d. Discuss mechanism to enhance the implementation of ALS program to improve number of A&E passers through observation and feedback

4. Attached for everybody’s guidance is the composition of the ALS-DFTA Team

5. ALS-DFTA Team is advised to have a short meeting on September 5, 2016, 9:00 -10:00 am for the orientation on the said activity at SDO Conference Room.

6. Immediate dissemination and compliance with this Memorandum is desired.
