In reference to the Aide Memoire from the Department of Education entitled “Towards Gainful Employment: Bridging the Gap Between SHS Graduates and the Government, Industry, and Business Sectors,” it was found that SHS program had notable gains such as exceeding enrollment expectations, increased employability especially with TVL track graduates, strong leadership and stakeholder support, and growing public-private partnerships. However, there were still gaps in the employability of SHS graduates partly due to longstanding traditional mindsets both from the supply (students) and demand (employers) that senior high school graduates are not job ready.
